Background of the Study

The Federal Character Principle is designed to ensure fairness and inclusivity in Nigeria’s governance by promoting ethnic and regional balance in appointments to public offices (Aliyu & Musa, 2023). In Bida LGA, Niger State, the application of this principle in public service appointments has been a key focus for promoting equitable governance. This study seeks to examine the impact of the Federal Character Principle on governance in Bida LGA, specifically in relation to public service appointments.

1.2 Statement of the Problem

Although the Federal Character Principle is intended to promote equity, its effectiveness in achieving balanced representation in public service appointments in Bida LGA is often debated. There are concerns that the application of this principle may not always be transparent or equitable. This study aims to assess the role of the Federal Character Principle in ensuring fair representation in Bida LGA's public service.

1.3 Objectives of the Study

  1. To assess the role of the Federal Character Principle in public service appointments in Bida LGA.

  2. To evaluate the effectiveness of the principle in promoting ethnic and regional balance in Bida LGA’s public service.

1.5 Research Hypotheses

  1. The Federal Character Principle has a significant impact on the fairness of public service appointments in Bida LGA.

  3. The application of the Federal Character Principle enhances governance and fosters public trust in Bida LGA.

1.6 Significance of the Study

This study will provide insight into the application and effectiveness of the Federal Character Principle at the local government level, contributing to discussions on inclusive governance and public service equity in Nigeria.

1.7 Scope and Limitations of the Study

The study will focus on Bida LGA and assess the role of the Federal Character Principle in public service appointments. Limitations may include challenges in accessing data on specific appointments and ethnic representation.

1.8 Operational Definition of Terms

  • Federal Character Principle: A principle in Nigeria’s constitution that ensures equitable distribution of public offices based on ethnicity and region.

  • Public Service Appointments: The process of selecting individuals for positions within government institutions and agencies.

  • Governance: The processes of decision-making and the execution of policies that guide the functioning of government institutions.
